A. Introduction

Among its activities, the Interreg Med PANACeA project aims at collecting spatial data and relevant information about biodiversity protection in the Mediterranean from modular projects in axis 3.2, through the PANACeA web portal; the Interreg Med Biodiversity Protection Knowledge Platform, in order to capitalize the progress achieved on natural protection and biodiversity conservation information and efforts, and improve the exchanges among interested actors, policy makers, protected area managers and other relevant stakeholders.

 

B. Scope

This document establishes the PANACeA data policy for regulating and promoting data resulting from the modular projects in axis 3.2. including data access, data sharing and data utilization of results of the MED Biodiversity Protection Community. This material will be made available on the Interreg Med Biodiversity Protection Knowledge Platform developed by PANACeA. The data policy aims at fostering the dissemination and the re-use of its contents to increase the data value, optimize the efforts of protected area managers, scientists, analysts and policy makers, as stated in the principles of the Directive of the European Parliament and of the Council on public access to environmental information 1) the INSPIRE directive, 2) SEIS3 ,and 4) GEOSS, among others.

I  – Data produced by the MED Biodiversity Protection Modular projects in the framework of the Interreg Med Programme (see Memorandum of
Understanding signed between the MED Joint Secretariat, PANACeA and the Modular Projects – nine projects in September 2017 – Act4Litter,
AMAre, ConFish, EcosSustain, FishMPABlue2, MedSeaLitter, MPA-Adapt, POSBEMED, WETNET)

II – Data facilitated by other PANACeA implementing partners and associated partners

III – Data collected through recent projects implemented by ETC-UMA, project coordinator, under several EU initiatives, namely Med-IAMER, SWOS, MAES and SOSTPARK

IV – Other EU and Mediterranean data that may prove accessible and useful for the purposes of the platform, to better inform about the evidence and knowledge generated related to biodiversity protection in the Mediterranean.

C. Terms and conditions

Access to Data and any other content associated within PANACeA (as made available through the Interreg Med Biodiversity Protection Knowledge Platform) is provided on the understanding that you read and consent to be bound to the Terms and Conditions below. For the purposes of this Policy, all the spatial data and associated attribute data are comprised and referred to as PANACeA and the Biodiversity community (I, II) or Other (III, IV) resources available through the portal.

 

D. Access and availability

All data collected and distributed by PANACeA are produced under licence of Interreg MED programme stated in the Programme Manual: Standard for activities and productions5 , and are provided by full and open access, free of charge or at not more of Cost of Fulfilling User Requests (COFUR), through the Panacea web portal. 

 

E. Restrictions

Security restrictions and licensing conditions, including registration where appropriate, may limit the general principle.

 

F. Copyrights

The web portal’s contents are restricted to personal, educational, and/or non-commercial use. All content type, data, documents, images, referring to PANACeA or Other are made available to users for consulting, downloading, sharing, copying, and re-using only for personal or non-commercial use.

G. No commercial use

PANACeA does not allow to re-sell or re-distribute any material, data, documents, images or material from PANACeA website or to compile or create derivative works from Other web-content on this web site.

H. No Sub-licensing or Redistribution

I. License and Attribution

PANACeA is making publicly available created by the web portal information which may contain live references to information and maintained by other organizations. PANACeA will not be held responsible in any case for results obtained from the use of the furnished datasets.
